I'm watching the livestream.
It is a poor decision that the special effects are randomly applied, roulette wheel-like. However we may be worrying unduly about the other stuff.
The random spectrum is tightly constrained. If you go to someone for an upgrade giving higher penetration at the expense of jitter and heat, that's what you're going to get - the random element is a few percent either side of each value. Enough to make each module unique but not enough so you leave feeling like you haven't got what you came for.

Yeah that's what I think too. What concerns me is this image from the last news letter: hosting.zaonce.net/elite/newsletters/newsletter_201604_29/a1896310c6abcb6db376cf6665f382ef17db3ff6.jpg...which shows the slider for many attributes covering both positive and negative values. Now they do say that those are WIP screens, and they may well have been used to illustrate the way the sliders work. But if that is how some mods work it will IMHO make them almost un-used as it looks like you could end up with anything. As for the special effects, it looks like different engineers have different possible effects, so you will know which one you have a chance of getting at least.
