For me, this is a useful illustration of how difficult it is to get the Vulture to do more than one thing! It simply doesn't have enough internals of a decent size.
Thoughts...
- You can save a lot of power by dropping the shield booster. Your mass is already well under the optimum for those shields. - This will let you leave the FSD on when you deploy hardpoints. You might not want to wait for the FSD to reboot when you're hot footing it out of a gnarly situation (which you might find yourself doing quite a lot with 32 tons of tasty cargo in Delaine space, and the Vulture is sloooow) - You'll spend a lot of time scooping, and losing the shield booster will lower your heat generation (which may be a problem).
Can't help thinking that the Asp may be a better bet for what you want for the same money!

I think the opposite of Tom.
I think this is a great example of how you can use a bit of nouse to transform ships to something different from their intended use. I was trying to do something similar to this for my mission-runner cobra, however this may actually do the job better as the Cobra lacks the punch for some of the combat missions.

I am probably going to put the bi weaves in this, that way I can leave the FSD on and it halves the recharge.
I'm with Al. I think it shows that you can have a pretty comfortable multi role Vulture. Jump range is the issue but what it has is sufficient, if not great and the ability to stick a fuel tank in is great.
I actually think the internals a pretty good. I think allot of the bigger ships should have a couple if class 1 slots as standard.

So as an update. The GP Vulture worked like a charm. It can take more or less any mission (though an SRV means getting rid of the scoop). It has the range for most courier work, and the punch for assassinations. It's excellent.
The only issue is doing long distance with cargo. 200ly with a rare good took me nearly an hour. I did put it on ecconomic route though for the UC data.
